Michal Buzik 8983c01591 Add integration tests for IperlHat communication and diagnostic LED parsing 
- Implement `IperlHatIntegrationTests` to validate serial communication, diagnostic LED states, and Opto data handling.
- Add `HexFormatterTest` for verifying Hex formatting utilities.
- Add `DiagnosticLedParserTest` to test parsing for all diagnostic LED states.
